There are new requirements for the purchase of high-value medical consumables

On June 4, 2021, the National Medical Insurance Administration and eight ministries and commissions jointly issued the "Guiding Opinions on Procurement and Use of High-Value Medical Consumables in National Organizations" (Yibaofa [2021] No. 31) (hereinafter referred to as Document No. 31), Document No. 31 continues the “National Organization, Alliance Procurement, Platform Operation, Demand Orientation, Quality Assurance, Integration of Recruitment and Purchase, Linkage of Quantity and Price, Exchange of Quantity, Guaranteed Use, Smooth Adoption and Settlement, etc., issued by the No. 2 Document of the State Council. "The guiding principle puts forward the procurement of "consumables with larger clinical usage, higher purchase amount, more mature use, sufficient market competition, and higher level of homogeneity", and is aimed at the characteristics of medical consumables that are different from medicines. In addition to pilot projects for the procurement of medical consumables in various places, new requirements for centralized procurement of high-value medical consumables have been proposed. For example, the procurement of similar high-value medical consumables with similar treatment purposes, clinical efficacy, and product quality should be consolidated, unified bidding, and fair competition. ; Encourage merger and grouping to promote competition; a variety of high-value medical consumables that need to be used jointly can be integrated into a system and be purchased as one variety; if multiple companies are selected, the price difference between different companies should be reasonably controlled; through quality and price Competition produces winning prices, winning companies, and so on.

In particular, Document 31 puts forward that “according to factors such as the clinical use characteristics of high-value medical consumables, the degree of standardization, and the number of participating companies, we can implement policies in accordance with their aptitudes, and purchase them through bidding, competitive negotiation, and inquiries.” It can be seen that “causes” "Talent implementation strategy" will become the guiding ideology for the centralized procurement of medical consumables in China in the future, and the strategy and method for centralized procurement of "one product, one strategy" will be constructed in the future.

The guiding ideology of “applying strategies based on talents” has been reflected in the recent purchases of medical consumables in Anhui and Henan provinces, and it has been more prominent in the purchase of artificial joints organized by the second batch of countries.

Each area has its own merits

From 2020 to 2021, various regions have carried out pilot projects for the procurement of orthopedic medical consumables. In August 2020, Jiangsu Province purchased the amount of belts for the first replacement artificial knee joints, with an average decrease of 67.3% and a maximum decrease of 81.9%. In November 2020, the alliance of seven cities including Zibo, Shandong collected orthopedic trauma medical consumables, with an average A decrease of 67.3%, with the largest decrease of 94%. Anhui has always been at the forefront of the country in various reforms of centralized procurement. On July 22, 2021, the Anhui Medical Insurance Bureau issued the "Anhui Province Orthopedics Orthopedics Spine Implants Centralized Procurement Document (No.: AHYYCG-2021-01)", and began to implement centralized procurement. Compared with the reference price, the product has an average decrease of 75%; compared with the price of an orthopedic implant spinal implant product successfully negotiated in Anhui Province in 2019, an average decrease of 59%.

Henan Province should be the province with the longest history in the development of centralized medical procurement in China. The inter-provincial alliance purchases a total of three purchase packages, with a demand of 96.76 million sets. The number of domestic and imported companies involved is nearly 100, and the scale is also the largest.

Judging from the purchasing characteristics of the 12-province consumables alliance, it is obvious that it has borrowed some methods from the first batch of national consumables joint procurement, and provided pilot experience for the second batch of national consumables joint procurement.
